cheap to the dollar

If the friend owes you 39, and has 2 20s, he'll ask for the dollar back.

Is there a way to say 'stingy or cheap to the dollar'
If I knew you were that cheap stingy to the dollar, I wouldn't have asked you to come.

How do I say that 'for her even 10 cents count' do you know what I am trying to say.

I think I do.

She wouldn’t spare even 10 cents.

Is this the idea you have in mind?
