I looked up in a few dictionaries, and the explanations for this word can be ' someone who is unwilling to spend money '. But the locals here use it as ' bad taste ' or ' low life ' very often.
For example :
" John, you are so cheap dating such a girl " to mean John has bad taste going out with the girl.
" You are so cheap asking him for help " to mean someone moral is so low to .....
I wonder if the usages are appropriate ?

In my opinion the usage is completly appropiate. Although cheap is usually used as for being of low price; it is frequentlty used in day to day language in a negative context as for something low or incorrect.
