chartering plane, notoriously fractious game, independent judge

India's performance in chartering a plane to take the players back home in the event of an independent judge finding against them in the Harbhajan Singh case counted amongst the most nakedly aggressive actions taken in the history of a notoriously fractious game. If this is the way the Indian board intends to conduct its affairs hereafter, then God help cricket.

I did look the emboldened words up in dictionary, but I couldn't undertand when I read the whole sentence. So you please help me with the emboldened parts.

Chartering a plane means that they have hired/rented a private plane just for them - so they can go wherever they want when they want. In the event of - just means if I don't know who the independent judge is, but in total, if this person without a particularl interest in the case makes a decision that is not in their favor. notoriously fractious game - a game commonly believed to be troublesome
