The original speech says:

"And if we are being honest, fault lines must be closed among Muslims, as well, as the divisions between Sunni and Shia have led to tragic violence, particularly in Iraq."

It would not surprise me if CK had included the full text at first, with the passive comment; whereupon a clumsy edit excised the relevant verb.

I think it is a possibility that would need to be excluded, before we could safely assume ignorance on the part of the author.

There is no passive voice there, and you know it. Maybe the author meant "indirect register", "indirect criticism" or something instead, or maybe there was some bad editing, as MrP said.
