Charge a payment claim?

Can you, please, help me with the following? Can you "charge a payment claim"? Please, check the rest of the paragraph, too.

Due to the payment insurance according to this Contract the buyer has served an execution of payment document to the seller verified by a Notary Public in the amount of 30.000,00 eur, which authorizes the seller to charge the payment claim to the buyer.

Notice:Izvršnica is an enforcement document in Slovenia, the same as debenture in Croatia.
