Character or person???

- Sima Qian has been a very important character in Chinese history.

Is that sentence grammatically right? Do I have to say "Sima Qian has been a very important person in Chinese history?

He died a long time ago. He worked in 1 century B.C. Do I have to use a past tense there? He wrote a history book for the first time in Chinese history. I wanted to emphasize his existence. I think that his books still are influential. Even though it is like that, do I have to use past tense? I just want to know it more clearly. Couldn't you explain the tense to me a little bit more? He IS important if he still is considered extremely important.
He WAS important if he was significant then and but of lesser importance now.

But "has been" doesn't work.
