Changes are made to bring the ISMS back

  • In the Act phase, changes are made where necessary to bring the ISMS back to peak performance.
I have known I can't omit the repeated phrase in most adverbial clause.
I think in my example, "they are" has been omitted after "where"; if so, I'd like to know how the subject and the main verb can be omitted in the adverbial place clause "where~", not adverbial concessive/ conditional clause.

Probably, but your examples are fine. Consider that such adjectives as 'purple', 'hungry' and 'shallow' would not be used.
