The verb "be" is intransitive, and only transitive verbs can be put into the passive voice. You'd have to modify the sentence to a transitive-verb sentence, then you can put it into the passive:
My sister will obtain a license to practice medicine in the near future.
The verb "obtain" is transitive (it takes a direct object, "license"), and so it can be made passive:
