Change of subject

Is it problematic that the subject of the following sentence (recruitment) is not the subject of the second verb (collecting)?

"Recruitment will be assessed by collecting data...

No. 'Collecting' is a gerund, and does not need a subject. Compare eg We will collect data to assess recruitment.

'Collecting' is a gerund, and does not need a subject.
