Change in person

Isn't it perfectly acceptable to switch from third to first person as is done in the paragraph below:

In 2004, XYZ Bank was the first bank to establish a greenhouse gas reduction goal under the U.S. Environmental Protection Agency’s Climate Leaders program. In 2009, we were the first to meet our goal – achieving an 18 percent reduction, or twice the original 9 percent goal.

Isn't it implied that Bank XYZ = We?
