Can we consider first as "present perfect" sentence?

"has accomplished" is indeed in the present perfect tense, but that's irrelevant because the sentence itself is nonsense.

Just because you can find a recognizable tense form in a sentence doesn't mean the sentence makes sense.

Yes, but the sentence makes no sense
The subject makes no sense.
The transitive verb 'accomplish' requires an object, but the sentence does not have one.

You didn't answer my question. Have you studied active and passive voices yet?

Dear Clive (& CJ)

Sorry for my bad manners.
I'm still learning them. Quite confused by this sentence as I couldn't decipher them my self.

Thanks
