Chairman

He was made chairman.

Is "chairman" a complement or an object in the above sentence?

It’s a complement, a predicative complement to be precise. A PC may have the form of a count singular noun phrase with no determiner, but an object can’t ( *I met chairman ). Notice also that it can be replaced by an adjective phrase: He was made aware of the situation .
