Is this sentence grammatical and natural?
? Other universities' Journalism department counts CGPA at 4.00 scale whereas mine counts in between 3.50-3.65 scale.
P.S. Actually, all of our universities use a 4.0 scale, but what I meant we don't get higher than 3.65 (I mean until now our higher CGPAs are in between 3.5-3.6) because our teachers give low marks compare to other university's teachers. That's why I mockingly said that.
