Certification vs. certificate

Hi!
I read the following question in a TOEIC book:

"Accounting graduates are required to obtain _______to establish their credentials as licensed public accountants.

(A) certify (B) certified (C) certifiable (D) certification

(Answer: D)" ((Hacker's TOEIC, p. 62))

I agree with the TOEIC book that D is correct, but what if D is "certificate"? I don't think "certificate" is correct unless the original sentence has "a" in front of the blank. What do you think? Do you agree with me?
