Certificate of delay

hi!

Is a "certifiate of delay" an acceptable "term" for a paper given by a train operating company when a service is delayed (as required by EU regulations)? Or is there something better or more idiomatic?

Hi, I have heard about this certificate of delay (or) delay certificate in a news channel. There is no such certificate issueing system in India. Instead, they announce the same in the TV channels, and publish in the news papers.
