Certificate issued...

Hi,
I've got a question. My friend asked me to translate a certificate issued by the Tax Office for her. She wants to be granted a family allowance benefit. In order to be granted the benefit, sha has to submit a certificate proving her income.
There is a sentence explaining the purpose of this certificate/why this certificate has been issued.
Can I say in English that "This certificate has been issued for the purpose being granted / granting (?) a family allowance benefit"?
