Why is 'why you no answer the phone?' grammatically incorrect? Even the slightest help would be much appreciated.

"No" can be used by itself as an answer or as an adjective (There is no milk in the fridge.)
It cannot replace "not."

For a negative sentence, you have to use the helping verb "do" with the adverb "not."

He did not answer the phone.
He didn't answer the phone.
Why didn't you answer the phone?
