CC within a letter

It's been a while since I've copied several individuals on a business letter. My primary letter is being directed to a Mr. Jerry James and I'm copying Mr. Stephen Smith, Keith Brown and Nick Brown. When I mail a copy of the letter to someone who has been cc'd such as Mr. Stephen Smith, what name do I address it to? Would it be Mr. Jerry James or Mr. Stephen Smith?

Is this snail mail? If so, you must address the envelope to Mr Smith, of course. If it is an email, the receivers of copies are just addresses in the CC box.
