Causative verb

when I saw several examples of passive causative on web/blog, there are something make me confused. here is the example :

1. The government got the bridge built quickly.
2. I get this chairs painted.
3. I got my car washed and waxed.

the structure is : Subject + causative verb + Object + Verb 3

my question is...
why using "get" in second example?? and why using "got" in first and third sentences ??

Those sentences are meaning to have an event made someone else I mean They themselves don't do this job. you can be affected this event but you don't do this event you own Another person does this to you ex:I had my hair cut Did cut my hair myself? No.

Those sentences are meaning to have an event made someone else I mean They themselves don't do this job.
you can be affected this event but you don't do this event you own Another person does this to you

ex:I had my hair cut

Did cut my hair myself? No.
The barber cut my hair

get is the present tense. got is the past tense. The causative idea remains the same no matter which tense you use.
