'I got it all planned out'

It means i got someone to plan out something for me?or i did it myself?

I think there's some ellipsis in this phrase. I imagine the complete phrase is "I've got it all planned out." "Have got" = "have" in many expressions (usually expressing possession). I'm just expanding Aspara Gus' answer a little bit.

Better English would be have got, and even better (in AmE) would be just have.

It really depends if it's written or spoken English. "Have got" is very common in BrE, and "have" is rarely pronounced fully (more like in should have or would have). It's not often written, in any case, which makes me think that bmojtaba's phrase was originally spoken.
