I finally caught up to/with Chie and Mai out by the main road.

Are both prepositions correct? Is there any difference?

I believe I've heard 'to' often enough. I don't see anything objectionable about it. But, like Optilang, I would use 'with'.

to catch up with someone - can have the literal meaning, that you were behind, chasing and then caught up with/drew level with -

or

met up.

I hadn't seen John for months, but we finally caught up last weekend.
