Cat and mouse

The big three players of the nearly $37.5 billion video-gaming industry will reveal their newest, biggest and most secretive products in Los Angeles next week at the E3 Media and Business Summit, putting a temporary end to the industry's massive game of cat and mouse with consumers.

Who are the three companies playing a cat-and-mouse game with? Each other or consumers?
I take it as that three major companies playing a game with each other involving consumers.
Thanks in advance.

I think your interpretation makes more sense. However, the writer obviously feels that the companies do, in fact, chase after the consumer. I think the writer should have used a different image.

The text says clearly: with consumers.
However, what the text doesn't say:
the three companies: the cat

the consumers: the mouse

I beg to differ:
Liveinjapanindustry will reveal their newest
meaning the gaming comapnies have been hiding their latest and coolest products from consumers (gamers) who are known to try to take a peek at the latests gadgets when they are still under development. So, to me, the industry is the mouse and the consumer is the cat.

I can't see it otherwise.

New2grammar the industry is the mouse and the consumer is the cat.
That can be true and the reverse is also true, in my opinion. That's why people call this term the game.
Thanks so much, New2.
