Increasing racism and hate crime casted/cast a shadow over elections.

The online test says "cast is the correct word". But I feel both costed and cost fit here. Am I right?

Secondly, what does 'hate crime' mean please?

The online test is right. There is no word "casted". "cast" is one of those verbs which is invariable. The present, the past, and the past participle are all the same: "cast".

You changed the word, but as it happens, "cost" is also invariable.
