"Cast a net" - yes. Their surveillance system caught everything in its "net."
Landline - wired phone.
Wide your net - yes, or "how far your surveillance extended." "String" here is a (rather clumsy imo) reference to the string used to make the "net."
"Puts her" - yes. Like putting a pin in a map.
