Cashing Cheques

To me, cashing a cheque is simply the conversion of a cheque into cash by a bank.

However, I have heard it being used to mean an illegal action.

Has anyone else heard this meaning being used

Nope. There are third-party check-cashing services that charge a fee, and, since they are mostly associated with people without bank accounts, have a somewhat seedy aura, but I've never heard it used to imply any particular criminal activity.

The only thing I can think of that might fit your description is that "he cashed his check" can be a euphemism to mean "he died", so if you cash

I don't think so because his point in this speech is that he is no more than a petty car thief etc - not a killer, which is what he was imprisoned for.

So you are suggesting he deliberately handed out checks, knowing he had insufficient funds...

But that still doesn't add up because the receiver cashes a check, whereas bouncing cheques is something done by the person who issues the check

All I can say is that it's a litany of crimes, and writing bad checks is a far more common crime than cashing fraudulent ones.
