Cases of reported speech?

Hi. Should the following be in past tenses?

He asked me if I needed anything at the meeting.

He inquired of whether there was something I needed.

Sorry but I have one more question. Which is correct?

1.Whether they be called "fine gentlemen," they are a group of lazy people to me.

2.Whether they are called "fine gentlemen," they are a group of lazy people to me.
