Some people refrain from offering their homes to those who can not or will not live at their own homes ,expressing vague fears of the harmful effects on their own children.But this has not been the case,even the problem of the visitor was the illegal use of narcotics.

(1)"this" refers to " the fact.:

(2)the case refers to what people fears

(3)" this has not been the case " means" what people feared all along has never been true"
