Cascade down

Hello,

I want to ask a question. In the following sentence, what does the phrase "cascade down" mean?

The vice preisident and the general manager will cascade down their accountabilities by 12/19/03.

Top answer

They will tell the people who report to them, and those people will tell the people who report to them, so that eventually it will reach every employee, coming from the person who supervises them directly. " PS - Welcome to English Forums!

it seems that it has no meaning of "level by level", why?
