carrying over authorized capacity

Hi teachers,
Could you please correct the following sentence if anything is wrong:

Police say that vehicles carrying over authorized capacity will be fined $ 50 or banned from circulation for a month for each violation.

The sentence works, but I would prefer: Police say that vehicles carrying more than their authorized capacity will be fined $50 or (impounded/result in a suspended license) for a month for each violation. Not sure exactly what "banned from circulation" would entail, so I put in a couple of options.

The sentence works, but I would prefer:

Police say that vehicles carrying more than their authorized capacity will be fined $50 or (impounded/result in a suspended license) for a month for each violation.

Not sure exactly what "banned from circulation" would entail, so I put in a couple of options.

By the way , can I say " We go for a ride of about 30 junctions in districts 2 , 5 and 10 to survey the traffic situation so that we later can work out possible solutions for traffic congestions in the city."
