Carry out/Conduct/Execute/Implement/Perform

I am not suer if I can use carry out , conduct, execute, perform instead of implement in the following sentence?

To solve the economic crisis, the government implemented fiscal policy.

'Fiscal policy' is 'way too general. It needs to be modified or specified in order to make sense in your sentence so that I can choose an appropriate verb.
