Just as the dictionary says. If something lacks conviction or doesn't carry conviction, it doesn't feel like the person saying it believes it.

Much - to a great extent
Conviction - the feeling or appearance of believing something strongly

Essentially, the sentence means the speech was weak, because the leader did not express that he/she held a strong belief about the policy.
