"carry a fine" vs. 'face a fine"

What’s the difference between “carry a fine” and “face a fine”?
I tried to find examples on the Internet, and as I understood from them: “an offence carries a fine” and “an offender faces a fine”. For example:
Crossing a road on a red light carries a fine of $50.
He faced a fine of 50$ because he had crossed a road on a red light.
Is my guess correct?
