carpet vs rug

To me a lush carpet of pine needles or spongy grass is more welcome than the most luxurious Persian rug.

The above is written by Helen Keller. I wonder why she compare a carpet with a rug. Is it a proper comparison?
Besides, is "welcome" in the above equal to "pleasant?" Thanks.

I think what she's comparing is the luxury of the two. It doesn't need to relate to the differences in function, concept, or structure.

And she's comparing them on a personal basis, in terms of her own personal needs and preferences. To a blind and deaf person, the sense of feel has a richness others can't understand. She's comparing the feeling
