Can't that sentence have two meanings:
All repair shops that repair both cars and bikes are pretty decent around here.
All car repair shops and all bike repair shops are pretty decent around here.

In practical terms, I have never seen a shop that repairs both, so the most sensible meaning is the two different types of shops.
