I recently heard a British guy pronounce this word with 'sh' instead of just 's'. Is this normal? Optional? Impediment?

Coming from you, I'll consider it normal.

I suspect differences in the pronunciation of the 'su' of 'capsule' relate especially to speaking the word slowly.
When you speak 'capsule' quickly, the different pronunciations become somewhat of an 'sh', which would easily lead to a usage of 'sh' for its being spoken slowly too.

More normal in Britain than in the U.S. I'd guess.

British English exhibits "glide absorption" more than American English.

s + y = sh Thus, s + yoo = shoo.
