Capping every word in a headline or title

Is it permissible to cap every word in a headline or title, including the articles 'a', 'an' and 'the'?

E.g.:

'I Am The Walrus'

'Throw Mama From The Train'

'A Bird In The Hand Is Worth Two In The Bush'

'Teen Arrested For The Slaying Of Deli Owner'
