Please explain to me the highlighted parts. Though I know "gauge" means "measure" and "cap" means "to limit something".

Doesn't it "said on a conference hall"? "conference call" doesn't make any sense to me.

Kent Wells said on a conference call.

A conference call is where several people can all talk to each other during a telephone call. He said this during such a call.
