Capitalization/Grammar

I have guidelines that I need to follow that specify conjunctions in titles need to be lowercased. In the following title, do the words "whether" or "but" function as conjunctions? How should this title be capitalized if conjunctions, articles, and prepositions should all be lowercased?

  • Not whether, but How to Civilize

Hello Mary-- and welcome to English Forums. The only conjunction in your title is 'but'; nevertheless, I agree that the title is a little problematic to capitalize. Looks should be taken into consideration, and I think it would be better to remove the comma, which I don't think is appropriate anyway: Not Whether but How to Civilize

The only conjunction in your title is 'but'; nevertheless, I agree that the title is a little problematic to capitalize. Looks should be taken into consideration, and I think it would be better to remove the comma, which I don't think is appropriate anyway:
