Capitalization rules not followed

Hi. If the title of the book is on the cover written like "That is so" (a made-up title), should we write it using the prevalent rules (?) for the capitalization of titles when we write it later to mention it in our writing? Like this?

Use the same capitalization you see on the book when you refer to it in your own writing. An exception is that if the book title on the cover is all in upper case. Then you can apply the general rule that the longer and more important words are capitalized, but not the others, when you refer to it in your writing.
