Capitalization questions

Hi,

1)

How do I know when to capitalize words like "state" or "town"?

Is there a rule?

Does it depend on the audience?

eg.

I had to consider the appropriateness of the Town providing this level of service.

The Town should continue to actively seek State funding.

2)

Do I capitalize task force in this sentence?

The Task Force reasearched other towns with similar services.

Thank you,

Dawn
