Capitalization in titles

Hello,

I would like to ask which capitalisation rules for headings are common. I always thought that only nouns should be capitalized but today I read that also verbs and adjectives and adverbs should be capitalised. What if I capitalise only nouns, would it be a mistake?

Analysis and Recommendations for Action for Medical Device Companies Concerning the Use of Social Media in Web 2.0
Based on the Example of...

All of the important words are capitalized. That's how I was always taught. Prepositions don't normally get capitalized.

Is "based on the example of..." part of the heading?

That's a long heading!

The heading is really long. "Based on the Example ..." also belongs to the heading. But this is a translation and I do not see any possibility to tell it differently.
