Capitalization and phrasing help, please

Hello,

I sent this question a little while earlier as anonymous before I realized I should register, but here goes again:

I am proofreading a proclamation we will be asking the governor to sign. In the following phrase:


"WHEREAS, with its unwavering commitment to the ideals of secular democracy and free market economy, the Republic of Turkey sets an ideal example for her region's aspiring muslim nations ; and "

Should 'muslim nations' be capitalized? i.e. Muslim nations, Muslim Nations?

Also, does the phrasing 'the region's aspiring muslim nations' sound as if they are nations aspiring to be Muslim, or nations aspring to be democratic and secular?
