Capitalisation in slogans/logos

Hello,

I have a problem with capitalisatiomn rules in English. I know that a title should be capitalized, but what about company logo, for instance, what is correct:
The Shortest Way to the Adriatic or The shortest way to the Adriatic

Are there specific rules, as for title, or one can freely capitalize words in logo, either as a sentence or as a title?

Many thanks!

It depends on how the ad men want to present it-- as a sentence fragment or as a slogan.
