Capitalization is always independent of punctuation. Punctuation does not dictate capitalization, the start of a scentence, a propper noun etc. these things determine capitalization.
Rarely will you have situation where a question mark or exclamation point is not placed at the end of a scentence. The only real example i can think of right now is when a colon is used to present a list
I agree with the other replier, exclamation and/or question marks are the end of a sentence, therefor the next word must have a capital. Otherwise it's incorrect English! [Y]
