Capital letters

Hello teachers,

Does the following paragraph make sense and are the capital letters in the right place? Thank you.

Actors such as Louth City Council are examining the problem of air pollution in Louth. One of main causes of this pollution is suspended particulate matter (SPM). The European Environment Agency (EEA) defines SPM as a mixture of solid and liquid organic substances in the atmosphere, of which there are three main types: PM10, PM2.5 and PM0.1. Action to manage this matter is required by ambient air directive 2008/50/EU of the European Union (EU) legislation. This directive enforces two legally binding limits for SPM...etc

There are situations where we normally use capital letters, like:

He cares about the climate.

When it refers to a proper noun.

The Mississippi river is in America.

When it is an abbreviation.
U.S.A = United States of America.
