Capital letters

I am going to be examined on British Constitution, and I want to know if I should write the words like Government, Parliament, Monarch, Monarchy and Prime Minister in capital letters in the whole essay which means putting them in capital letter in every chance I have to mention them.

Thank you. How about numbers? For example, if I write 650 constituencies. Is that okay ? Or I need to write like in the following six hundred and fifty constituencies.
