I saw Heinlein do that in dialogue to denote shouting, in Glory Road. I would say that you can do that in light fiction. That's about it, except for merely mechanical stuff like rendering a Roman inscription.

We answered for prose writing. As I said, there are exceptional occasions outside of that where all caps would be useful. They are too many and varied to name individually. We all just have to use our good sense and whatever guidance we can get from a style guide.
