Could you please explain that in which places we are allowed to use thoroughly capital letters?

I saw Heinlein do that in dialogue to denote shouting, in Glory Road. I would say that you can do that in light fiction. That's about it, except for merely mechanical stuff like rendering a Roman inscription.

I know you and I know you are very patient and great teacher, so please don't count my request as an impolite request, but I guess there are more places that we can use capital letters, eg In titles of movies, books, and some announcements and places life texts in the beginning of movies. We answered for prose writing. As I said, there are exceptional occasions outside of that where all caps would be useful. They are too many and varied to name individually. We all just have to use our good sense and whatever guidance we can get from a style guide.
