Capital letters

I have a question about the usage of capital letters in titles of books, songs etc. Is it somehow regulated that we should write them like "The Title Of The Book" or "The Title of the Book", or, like above "General English Grammar Questions", not to mention news sites, where every word looks like that. Is there any reason for it? What do you think of this type of notation? I'm of the opinion that such things should be written with only the first letter as capital.
