That is purely a matter of style. Follow the guidelines of the publication you are submitting the work to. The Chicago Manual of Style says to capitalize the first word of a subtitle, and I myself would.
The text after a colon in a title is a subtitle. Subtitles, like titles, begin with a capital letter.
