capacity/capability/ability

Taliban in Aghanistan is not disabled. They have the capacity/capability/ability to retaliate.

Which is better? What's the difference?

In this sentence there is, to me, little or no difference between the three words. I would say "The Taliban". I would also say " are not disabled", but there may be a UK/US difference here.
